When to use

"Use when rules shape behavior and behavior creates conditions that affect future rules. Anticipate the feedback — a rule changes behavior, the new behavior creates new conditions, which may require new rules. The loop can be virtuous or vicious."

Example

"A company imposes a strict code review policy. Behavior — developers write smaller, more reviewable commits. New conditions — code quality improves, review time decreases. The improved conditions may allow relaxing the policy. The policy-behavior-condition loop is virtuous."

Common misuse

"Treating policies as static. Policies shape behavior, which shapes conditions, which should shape policies. Static policies become increasingly misaligned with the conditions they helped create."
